The State of North Carolina has a Combined Records Section which manages the offender records and the sentence calculation for approximately 37,000 inmates within the state-run correctional facilities under the North Carolina Department of Public Safety (ND DPS). The Department of Public Safety provides several online inmate locator tools to help an individual to find an inmate or the inmate’s records.
North Carolina inmate search tools that use parameters such s name or inmate ID number. Not only does this database provides information of current inmates, but it also helps to locate state prison probationers and parolees using this search tool, as well as escapees/captures, absconder, and released inmates dated back to 1972.
An online tool with the same function as the inmate locator, but with an additional feature of creating specialized reposed based on selected criteria. This tool will show the statistical numbers and demographics but unable to show the inmate’s personal data.
The North Carolina Statewide Automated Victim Assistance and Notification (NC SAVAN) is a notification-based tool that allows individuals to get access to the inmate’s location and custody status via phone calls, email, text messages, or TTY for the hearing impaired. This tool and service are free to be used by victims, their families, and their support circles. Besides the state-run facility, data of an inmate in county jail, detention center, probations, paroles, and registered sex offenders are all included in NC SAVAM.

Where are North Carolina inmates housed?
The North Carolina Department of Public Safety is in charge of overseeing the operations of all correctional facilities within the state which consist of 57 state prisons. These facilities are classified into four regional categories namely Eastern, Western, Central, and South Central. Wake County Jail
There are two detention facilities in Wake county, housing both male and female inmates. The total capacity of the jails is around 1560 people with an average daily inmate population of 1300 offenders. Mecklenburg County Jail
The Mecklenburg County Detention Facility is quite famous for housing a large number of inmates reaching up to 2,000 inmates per day on average. Led by Sheriff Garry L. McFadden, this jail is managed by the Sheriff’s Office
Guilford County Jail
The Guildford County Correctional Centers have an average daily inmate population of 900 people and are operated at three locations: Greensboro, High Point, and Gibsonville. All the jails have the same policies and administered by the county Sheriff’s Office while supervised by Sheriff Danny H. Rogers.
How do you contact an inmate in North Carolina?
Friends and family of an inmate in North Carolina prisons are able to keep in touch with an inmate through the emailing system. There are no limits to exchanging correspondence between an inmate and an outside individual, however, inmates will be required to purchase their own writing materials, stamps, and envelopes from the prison commissary using their inmate account.
All incoming mails will be opened, read, and inspected for contraband or content that could jeopardize the safety of the facility. This excludes legal mail, which can only be open and inspected in the presence of the receiving inmate but cannot be read. All inmates incarcerated in the state-run correctional facilities, except for Central Prison, are allowed to make outgoing calls to their loved ones. The phone service in NC DPS prisons is prepared by Global Tel*Link (GTL) which offers either collect calls and prepaid calls. The number of calls an inmate is allowed to make will depend on the custody level and housing assignment of the facility. All calls will be recorded and monitored with the exception of legal calls. Phone services are a one-way contact method where only the inmate is allowed to initiate a phone call to an individual and at no time will the prisoners be allowed to receive an incoming call.

How do you find out the release date of an inmate in North Carolina?
Aside from directly contacting the respective facilities to request for an inmate record, an individual can also use one of the inmate locator functions prepared by the NCDPS to search for an inmate under incarceration. The search tool will include basic information about an inmate, including their estimated released date.
Can I send a care package to an inmate in North Carolina?
Although friends and family are restricted from directly mailing a package to an inmate, they can opt to buy care packages from an approved third-party vendor such as UnionSupply. This service provides a lot of additional pre-approved items that the vendor will mail directly to the inmate. Individuals may check their website catalog and pay before the order closes.

Letters and photographs are allowed to be sent to an inmate via mails. However, the sender will need to comply with the policies prepared by the facility housing the inmate. All letters should not contain any sexually implied or violent messages, as well as should never be decorated with stickers, embellishment, perfume, etc.
All photos must not exceed the size 8”x10” and must be non-instant and non-Polaroid. No pictures sent should contain any nudity, partial nudity, sexually implied photographs, violent photographs, or photos that depict illegal activities (hand signs, gang tattoos, etc.)
Sending money to an inmate in North Carolina
A person is not allowed to send money directly through the mails. Instead, the North Carolina Department of Public Safety prepared several methods of sending money to an inmate incarcerated in a correctional facility. This service is only applicable for those who are listed on an inmate’s visitor list; an individual who is not on the list cannot deposit money to an inmate.
An individual can deposit money using money order via MoneyGram at any of its locations including CVS and Walmart. The received code for the North Carolina prison is 1224.

An individual can also send money through an online transaction via the JPAY website. The payment can be done using a debit or credit card and will be charged a certain fee depending on how much money was transferred.
Another internet option is depositing money using the JPAY mobile application which is available for both iPhone users and Android users.

How do I apply for Visitation of an inmate in North Carolina?
A person interested to visit an inmate in North Carolina must be on the prisoner’s visit list, which is only limited to 18 people including minor visitors. To get on the list, the incarcerated person will need to send a blank original application form directly from the facility, to the interested visitor, which will need to be filled completely and accurately before sending them back to the institution housing the inmate. The result of the application will only be informed to the inmate, and thus it will be their responsibility to notify the applicants.
A person under 16 years old is considered as minor by the NCDPS, therefore when they are completing their visitor application form, they will be required to attach a copy of their birth certificate as proof of their age. Upon turning 16 years old, the individual will need to update their application with photo identification to remain eligible for visitation.

Approved visitors are required to read the Handbook for Family and Friends of Inmate to understand the procedures, guidelines, and policies during visitation. An individual should always check with the facility to confirm any inquires. Some of the guidelines that apply are:
- All visitors will need to provide a valid photo identification during visitation.
- All visitors will be subjected to a security search, and if the visitor is uncooperative, it may result in the suspension of visitation.
- An offender is only allowed one visitation per week, with each session not exceeding two hours.
All minor visitors must be accompanied by an approved parent or legal guardian at all times.
